What can I get in TO for $350?

JP Quesnel says renting a place will be no less than $700 per month. So here is another question, can I improve the quality of the apartment by moving into a less desirable neighborhood, and if so where is the tipping point? I don't mind a rougher neighborhood if it means an apartment with a little more room but maybe "Toronto rough" is different than "Winnipeg rough".
